They definitely need a visa and can apply for one without involving a tour operator…have a look here…
Sorry but I can’t help with the actual holiday only to say that your Uncle and his wife, even with a visa, when they land, must be able to show the immigration people that they have a return ticket to Sri Lanka and that they have enough money to support themselves while they are here…or they will be denied entry to the country.
